Implemented the "Peace Time" system (operates in the Overworld). Initialized on server start and managed on server ticks. Added a server command to control Peace Time. Configurable options: enable/disable, reset on server start. Disables friendly fire during Peace Time periods. Boss bar indicates Peace Time status. Note: core logic runs server-side; client only contains empty hooks.
