Swag Warps

This update introduces key improvements to the SwagWarps Mod for Minecraft Forge 1.7.10:

Configurable Teleport Delay: Server owners can now customize the /spawn teleport delay, providing greater control over player interactions and gameplay pacing.

Permission Fixes: The /spawn command is now accessible to all players, with permissions correctly set to ensure no restrictions, allowing everyone to use the command without issues.

New Command: The /togglespawn command allows admins to enable or disable the teleportation feature for all players, providing control over whether players can use the /spawn command.
