Non-OP Command Blocker

• Added command blocking for non-operator players

• Added /cblock <command> block to block commands in-game
• Added /cblock <command> allow to allow commands in-game
• Added config saving so blocked commands persist after server restarts
• Operators can use blocked commands normally
• Includes Fabric API support for Minecraft 26.1
