Switch from Cloth Config to NeoForge's config system

The configuration is now in the modern_industrialization-client.toml, modern_industrialization-server.toml and modern_industrialization-startup.toml files. The previous modern_industrialization.toml file will be ignored, so make sure to apply any config change to the 3 new files.
Make the ratio between EU and FE configurable. Default: 1 EU = 10 FE

Keep in mind that the default ratio changed from 1 EU = 1 FE to 1 EU = 10 FE. Of course, feel free to change the value! I felt like 10 was a reasonable default.
